since two days now there is this printout of a letter all over Metro Bonaventure. I am wondering who is behind it. This is what it says:

Avis a la population.Le gouvernement du Québec via son ministère des transports a adopté une nouvelle loi qui entrera en vigueur le 1er juin 2007.
Cette nouvelle loi fait en sorte que a partir du 1er septembre, tous les BS qui décèdent seront obligatoirement incinérés. Leurs cendres seront par la suite récupérés pour être mélangé a de l’asphalte.
Le but de cette mesure est d’empêcher l’asphalte de travailler.
